Attorneys
Perlman & Perlman currently has seven practicing attorneys. Although we are not large in number, we represent some of the most prestigious and influential charitable institutions in the United States and abroad, and many of the most successful for-profit fundraisers, including direct mail houses, telemarketers and other fundraising professionals. The nature of our practice demands that we understand and advise on a variety of challenging legal issues. We have vast experience in structuring and documenting numerous types of transactions, litigating in federal and state courts, advocating in alternative dispute resolution forums, including mediation and arbitration. Each of our attorneys participates in bar association committee activities where we contribute to the evolution of the law and stay abreast of the cutting edge issues which affect our clients. Most notably, we have a voice on the American Bar Association's Tax Exempt Organization's Committee, the Association of the Bar of the City of New York's Nonprofit Organization's Committee, the Nonprofit Coordinating Committee's Government Relations Committee and the New York County Lawyers' Non-Profit Organizations Committee. In addition, because of our expertise, our attorneys are frequent lecturers and presenters in Continuing Legal Education seminars. All of this enables us to provide invaluable counsel within our fields.
BERNARD PERLMAN (1922-1991) received his J.D. from Brooklyn Law School and was admitted to the New York Bar in 1954. In addition to being the first person in the country to be charged with overseeing charitable activities on behalf of the government, he also lectured and wrote widely on the subject of nonprofit organizations and charitable solicitation laws.
SETH PERLMAN is a senior partner at Perlman and Perlman. He holds a B.S. from Beloit College and a J.D. from the University of Texas. He is a frequent commentator and lecturer on issues affecting the nonprofit sector. He is the author of "Fund-Raising Regulation," the definitive handbook on charitable solicitations and a contributing author to the The Nonprofit Handbook - Fundraising. Mr. Perlman has litigated in numerous state and federal jurisdictions on issues relevant to the philanthropic community and is special counsel for the Association of Fund Raising Professionals and the Direct Mail Fundraising Association. Lead counsel for The American Charities for Reasonable Fundraising Regulation, he successfully litigated a constitutional suit seeking to overturn the fundraising regulatory scheme in Pinellas County, Florida. He has worked with the Hungarian Government on the formation of its nonprofit sector and has been invited by Congress and State governments to advise them on issues relevant to the philanthropic sector.
CLIFFORD PERLMAN, a partner, has been advising non-profit organizations for more than 10 years. Mr. Perlman serves on the American Bar Association and the Bar of the City of New York Committee on Non-profit Organizations. He is a frequent lecturer and has authored articles pertaining both to public charities and private foundations, as well as issues relating to the Internet. Mr. Perlman also sits on the Boards of numerous public charities and private foundations. He holds a B.A. from the University of Wisconsin - Madison and a J.D. from the City University of New York. He came to the firm after a clerkship with the Appellate Division of the Supreme Court of the State of New York.
ALLEN R. BROMBERGER, a partner, holds a B.A. from the University of California/Berkeley (1977) and a J.D. from the University of California/ Hastings College of the Law (1982). Mr. Bromberger has more than 20 years of experience representing nonprofit organizations, charities, and private foundations in a wide variety of business matters and transactions. Mr. Bromberger is the author of Getting Organized and Advising Nonprofits, two widely used books on nonprofit formation and operation. He is also the author of numerous articles on nonprofit legal matters, and is a frequent lecturer and speaker on nonprofit legal issues. Prior to joining Perlman & Perlman, Mr. Bromberger served as President of Power of Attorney, a private operating foundation located in New York City, and as executive director of Lawyers Alliance for New York, a public interest law firm devoted exclusively to meeting the legal needs of nonprofit and community development organizations. Mr. Bromberger has served on numerous public and private boards and committees and is currently a member of the board of directors of the Alliance for Nonprofit Management in Washington, D.C.
KAREN I. CHANG holds a B.A., cum laude, in Political Science and Linguistics from Wellesley College and a J.D. from Brooklyn Law School, where she served as an Executive Note and Comment Editor for the Journal of Law and Policy. She served as a summer law clerk to the Honorable Richard M. Berman, United States District Judge for the Southern District of New York, and as a law intern with the New York State Attorney General’s Charities Bureau. She is admitted to the Bar in New York and New Jersey.
CATHERINE C. OETGEN earned her B.A. in English from Northwestern University in 1999 and her J.D. from Brooklyn Law School in 2006. She served as a law intern with the New York Attorney General’s Charities Bureau and as a summer associate with Goldman Sachs in 2004 and Volunteer Lawyers for the Arts in 2005.
SARAH A. SIEGEL holds a B.A., magna cum laude, in English from Tufts University (2002) and a J.D. from Brooklyn Law School (2007). While at Brooklyn Law School, she served as a member of the Moot Court Honor Society’s American Bar Association National Team and the Brooklyn Journal of International Law. Prior to entering the legal profession, she taught elementary school in Houston, Texas as a Teach for America Corps Member. She is admitted to the Bar in
New York and New Jersey.
JENNIFER HU CORRIGGIO graduated from Cornell University magna cum laude as a College Scholar with a B.A. and focus in political theory and cultural anthropology, and earned both a J.D. and L.L.M. in International and Comparative Law from Duke Law School. Before coming to the firm, Jennifer practiced at the New York law firms Simpson Thacher & Bartlett LLP and Kornstein Veisz Wexler & Pollard LLP. She also taught as a Visiting Assistant Law Professor at Florida Coastal School of Law. Jennifer is admitted to the Bar in New York and Florida.
