Seth Perlman has litigated in state and federal jurisdictions on issues relevant to the philanthropic community for more than 25 years. As lead counsel for The American Charities for Reasonable Fundraising Regulation, he successfully litigated a constitutional suit seeking to overturn the fundraising regulatory scheme in Pinellas County, Florida. He also worked with the Hungarian government on the initial formation of its not-for-profit sector and has been invited by Congress and state governments to advise on legal and regulatory issues relevant to philanthropy.
Professional & Nonprofit Affiliations
Mr. Perlman serves as General or Special Counsel for nonprofit industry trade associations, including the Association of Fundraising Professionals and the Direct Marketing Fundraisers Association. He is a member of the American Bar Association’s Exempt Organizations Committee, the American Bar Association’s Business Law Committee and The Association of the Bar of the City of New York.
Mr. Perlman advises a broad range of nonprofit boards in the U.S, and also holds international board positions with international nonprofit organizations in Belgium, Canada, France, Germany, and The Netherlands as well as in the United States.
Publications & Speaking Engagements
Mr. Perlman is the author of Fundraising Regulation, a two-volume treatise that explains the regulatory requirements and procedures for nonprofits and fundraisers soliciting contributions on a state-by-state basis. He has written several articles for publications, including The Nonprofit Times, The Chronicle of Philanthropy and authored the fundraising chapter of The Nonprofit Handbook.
Mr. Perlman is a frequent commentator and lecturer on charitable solicitations law, cause-related marketing, and nonprofit law in general. He is a regular speaker at philanthropic-related conferences, including those sponsored by the Practicing Law Institute, the Association of Fundraising Professionals, the American Institute of Certified Public Accountants, and the joint conference of the National Association of Attorneys General/National Association of State Charity Officers.
